Emperor Harius, I'd advise going to http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=749856936 . This mod isn't updated anymore, but in the mod which I've created a pack of all of the civilizations from league of legends, Zaun is updated and has been buffed.

not being able to settle and a happ penalty make this civ insanely weak. Eother make up city names or give them double trade routes. I would also advise a 75% unhapp pop cut do to the fact the cant settle. Thats how bad that weakness is
