I think so, if the server has them installed (else only you would be able to see them).
The problem with patches is that they are not items like maps, binocs or weapons. They don't exist as an object in the game world but are just another texture-layer, therefore they should be written into the initialisation of the units in the editor, or you need access to the Arsenal in-game to equip them (Using MCC).
These patch packs are also not signed, which a lot of servers require as an anti-cheating measure. I'll see if I can do that for a next update.
