I wish there was such a mod that made it where everyone had to use tribal/medieval weapons

No, they are not limited to this, so yes, it's possible to be attacked with guns and other stuff then loot it and use for yourself or to be visited by a trader and buy such stuff from more advanced settlements. Just like it is in some tribes now IRL.

Are the AI factions limited to tribal technology too, or is it possible to be attacked by people with guns and such?
