Despite having this mod installed the game still says that Artillery moves at 4km/h.

another glitch found, seems to cause crash when selevting the French Navy 2nd regional Navy in the Brittany port. Tried combinations and this seems to be the one to cause it.

clarification, the template for the Garrison Colonial Division in the deployment menu, it causes crashes in SP and MP

The mod doesnt seem to actually change the speed of Artillery for some reason, they still travel at only 4km/h

Yeah, you're right, sorry - seems to be a conflict with the Improved Equipment mod, which for some reason changes the starting tech levels, or at least for the UK.

Uhh no...the UK starts off with mechanized infantry 1. Which allows it to build mech infantry from the get go.

Just a note: As per MHV's suggestion, you seem to have used mechanized infantry in the UK infantry template, to account for the Bren carriers the 1939 BEF divisions were equipped with. However, as you might be aware, HOI IV has locked away mechanized equipment behind a 1941 tech. This means the UK starts with a mechanized army, with a large deficit of equipment it can't even begin to produce until late in 1940 (assuming it starts researching right after the game begins). So while the mechanized layout might be more historically correct, it makes things awkward gameplay-wise.

Your video explains why my divisions with 12 Inf, 4 AT and 4 Arty (plus support Eng, Log & Sig) was so effective as a wall, stopping all commers. Guess I'm going to have to tone them down a bit to make it a bit more fair (although I still cheat :) )
