If you are getting an instant civil war event when you are starting a new game - you need to go into debug mode and type "add_party_popularity f 100". For some reason the party setup is not functional (blank pie chart on country select) and defaults to the democratic party having 100% popularity, which leads to the civil war event as the Scarlet party is internally classified as the fascist party (in place of the vanilla one).

A civil war always starts for me between the fascists and democrats, and since Remilia Scarlet is the leader of both parties, she always ends up on the opposite side of the war. So I cannot play with her the head of my country, is this supposed to happen?

I think your fix has created another glitch. Before the mod would cause Romania to lose 20% national unity. Now every other country loses 20% national unity. It's almost amusing to see France in a depression spiral of 10% national unity.
