You can just shoot a portal under yourself as you fall, then climb into that. It's a technique that was vital for speedrunning a lot of Portal 1 chambers.

yes, please do me a favor and post a video how to do the first part. portalling only pushes me out of the portal im standing 1/2 way in into the water

You mean portaling down the hallway, or using the gels to get to the exit? Both are quite possible; I can run this chamber in about 20 seconds.
