@jasbas12: The AI did as a few versions ago--I haven't had time to update this or check-out changes to the game in a while. I suspect they still do, however. I don't see what they might have changed that would alter this.

Please dear god please change the names of the armies, like name the Hover tanks the Xth Hover Corps or the SMAC CATs the Xth Flight Wing, because named like Terra Nova army 14 do not have the same ring to it. Please change that.

@Stofsk: Exactly. I have eliminated that penalty as it made no sense.

Does this include stuff like pre-FTL civs you uplift who almost immediately resent you because you're so powerful?
