Does this mod remove the disability to upgrade blue and purple things(such as combine Zeus Thurderbolt with Borealis)?

There are no cheat options like that. This removes the *limits* of how high you can go with your character skills and gear.

Think of having no speed limit. But you still need to bring the car.

Same as any bounce mod - use a dummy character in Custom Game to load it, then play with a regular char.
