@helper1318 Try this: Extract the file from the mod archive into your mod folder. In the new folder that makes, delete the descriptor file. Then, open the mod's .mod folder and change the 'archive=' line to 'path=' and enter the correct path to the now-extracted mod folder. And change the supported version line to whatever EU4 is on now. The launcher should be able to see the mod now.

The mod has a "missing descriptor file" bug with the new launcher, I know this mod is likely dead. But this is arguably the best RNW tile in the game and is hell to try and spawn manually. If there is some way for me to make sure it spawns via editing a file could you explain how?

That wouldn't be an issue with this mod. Using the RNW with custom nations has been known to cause bugs, but it's a problem with the base game.
