The Imperial German flag wasn't a flag of Nazi Germany in any way. In fact, it was actually banned by the Nazis due to being viewed as 'reactionary'.

This flag is already i nthe game, you justt have to set your ideology to Non-Aligned, which is nearly impossible.

you should make another mod that adds kaiser wilhelm as the leader and makes germany's political stance non-aligned/authoritarian
