The Second Amendment:

-25% damage to buildings
+25% damage to players\
+5% crit chance

United States Constituition:

-75% damage
On hit: target is marked for death
On miss: user is marked for death
+25% speed when sctive

This is absolutely great; fits the soldier's personality too! I'd love a to see the set complete with a appropriate rocket launcher. Perhaps a cannon? "Washington, Washington: six-foot-twenty using cannons as guns."
