Well from what i found your region file has the fleet faction set as 10. While the faction id is relocated to a random number.

Sorry for going all out like that...
I just dislike other languages, mostly because its a rediculous barrier as well.
As for making this translatable, I am not using slang and am trying to be as correct in terms of my spelling as possible.
