1.) Can't say anything about that, because I haven't played the game in a while now. Paradox changes so much with each cashgrab... I mean Update/DLC, that you might be right, but I don't know how to fix that.
2.) That is because they are not really cables. I just made use of some game mechanics to create something similar to underground cables. The game actually didn't have that in mind... you could say that I tricked the game. While the game wants you to build above the waterpipes for example, it doesn't allow to built on top of these cables and I can do nothing about that. Sorry.
1. I experienced a flood and they were affected. They showed up as abandoned buildings with the little icon and I had to delete them (which it let me do).
2. my MAIN issue is deleting or moving them when they are NOT affected by water. Even though they are "underground" I can't place parks/plazas or any asset on top of them. Even if I switch the bulldoze view to underground the cables are not visible. I've even tried clicking away on the spot but it won't budge. I also tried the MovIt tool but they are not visible. Help please :)
it should never be possible to build roads or buildings on top of a placed powercable. but with moveit (awesome mod), you can move all kind of stuff (roads, buildings, props etc) around, so you can place this under a road for example.
Always something one doesn't consider...
Normally it won't happen that the underground cables are flooded, but after creating a superflood on purpose, I saw that you are right... it is possible (maybe you built a damn that changed the water levels much).
But I found a solution --> The game "thought" that the underground cables were a power plant. I changed it, so the game now "thinks" that the underground cables are offshore windturbines, which seem to be unfloodable. I checked it again with an all-destroying superflood and the underground cables remained the only thing working in my city ;)
