The mod tools are all free but they are not really complete. It sucks that CA made them so buggy but CA is trying to make a profit.

Yes and because nobody has figured out how to change the encampments manually yet. Settlements on the campaign map can be changed though... but encampments are different.

But I suspect no one has been able to yet is because the tools are incapable of it yet. CA talked about updating their tool sets to allow for replacing maps on the campaign field.

Absolutely a must for campaign play. Could you replace the vanilla with this ?
