As Chris Winters pointed out, the max speed property should have been set to 145/5=29. But even if it is left as is at 145*5=725, various speed caps of different road types are still governing the vehicle's max speed. So, it makes no simulation difference and a deliberate revision would just be for purists' sake.

advanced vehicle options, its gives you a readout. In the asset editor, speed 20 equals 100 kph.
