No TTS mod currently has the proper RotR starting card set, although this one:

has an accurate one for WotR, so it's probably the best starting point for picky people.
I just wanted to say that I'm not entirely sure how the main card piles were assembled... they seem to be a strange mix between Rise of the Runelords, Wrath of the Righteous and AddOn decks.
For example, the blessing deck seems to merge RotR and most WotR cards, but with one fewer copy of each. Blessing of Ascension is missing, although there's 40 of them (they should be 35) in the WotR bag. I'm not sure of how expansion cards should be added to the core ones, since I don't have any, so I was wondering if this was intentional or simply inherited from the other mods you're crediting.
One other, major gripe I have is that cards from different expansions have slightly different backs.
Fortunately, this is easy to fix: just open the mod .json file and replace:
