He means the mod isn't being updated anymore. It still works for the Vanilla game so Yes, if you are using a mod that says it requires this mod, go ahead and use this mod.
As a caveat, you might consider also subscribing to https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1311131438 so that the invisible heads are not an available body part option when the game generates random characters.
It's really breaking enjoyment of a game where you have downloaded all these awesome armor mods, and what not - and suddently you see a floating torso runing around with a floating gun... -.-
