If you are completely sure that there is no "autoexec.cfg", you also can create on, the same way you have to create the "aimcfg.cfg", so create a text document with the ending to ".cfg". and there you fill in the line I said for the autoexec file :)

maybe that is the freezetime at the beginning of every round, with the command mp_freezetime 0 in console you can set it to 0 seconds

Normally you dont have to unpause the game, you just have to end warmup with the command "mp_warmup_end" in console
