It stands for Reliable Snapshot Overflow. Essentially, if there are too many objects visible when you spawn in the server for the first time (very common in Spacebuild), your game will not know how to deal with it all at once while it loads, and automatically disconnect you.
The purpose of the spawn room is to prevent any objects from rendering right when you spawn, so your client can load in first, THEN tackle the problem of handling all those objects.
Technically they can happen even outside of spawning, but you'd need an absurd amount of props, like in the thousands.
Sorry, the textures are owned by Valve, I can't include them or it would be removed from here. Also, it's like 20 bucks, avoiding going out to dinner for a month, lol
No, you can just download the textures and put them in the addons folder

If you want to see the texture, you need to Purchase CS:Source, if you do not own it. Period.

I'd honestly rather not, it's unneeded. Also, I don't really get why you capitalize every single word, that's.. that's not how English works. You only capitalize the word in the beginning of a sentence, or the a proper noun, that being someone/something's personal name.
Also, there aren't any missing textures, you just need to own Episode 2 and Counter Strike: Source for it to work. And no, I can't put them into the map file, that's illegal, as they are a part of a copyrighted game.

It's not there, I removed it. It was a massive source of terrible performance, because it was made up of a whole bunch of PHX props. If you read the features, that's listed there.
