Although most of the petition points are accurate, the petition borders on racism and incites to harassment and abuse;also, banning certain IP's would end up banning or blocking half of Eastern Europe due to IP routing and classes and it won't be long until all Eastern Europe will be outcast! Also, by numbers, there are more cheaters in Western Europe than in Russia... So, not quite a good motive...
