Depends on the requirement. These aren't quests, they're simply additional dialogue options that you can unlock by having stuff in your inventory. Like mead, for example, or money, or wood (?).

I think you forget the quests from the College where you have to retrieve items "with utmost discretion" from members of Skyrim to be enchanted.

You can't interact with the guards if you neither have alkohol nor goods to trade or don't have any money (or if you have already donated some to one of them). I can't think of any other reason.
