This mod have already stopped updating for nearly a year.
I leave the link for CU4.0 in my description, check it out.
The province edict require Common Sense DLC to work properly, but we don't test the mod without DLCs so not sure if the mechanism is working as expected.
If you are not, the population growth is just a event triggered base on your current province development, climate and terrain.
If it's in 4.0 beta (which you are not on the right page, this is the older version only compatible with 1.17), simply press "province edict" on the province panel, it'll show you your current province status.
I'm not sure, but it still works for me, in both comment section and description

Anyways i am really a fan of your mod :D, also reminds me a bit of Lux Invicta for CK2.
Also what factors affect the event that adds an accepted culture? I need to do something against that unrest.

Paradox has moved 'Claims Fabrication' to spy ideas,but in CU it still exists in Influence ideas,thus there are two ideas of the same name in different locations,which causes the bug.
We will fix this in the next update.Before that,you can open Common Universalis/common/ideas/base_ideas.txt,find "claims_fabrication" in influence_ideas and rename it to something like "claims_fabrication_2",then you can pick the idea normally(will miss the idea text however)
For me 3rd idea in Influence idea group can't be picked. It takes all of it cost, but it doesn't take that idea. I'm using Eu4 v1.17.1 with only Common Universalis. I need to know it it's only for me.
