Cpt.Beamz, I think it's drowning damage, but that really would be just useless due to how few maps have immersive water, and the fact that the sniper would have no business underwater unless he's of fire anyways.

Adding 25 health, blocking a backstab, and a faster movespeed should make this good, but the penalty should be you get a 10% damage vulnerbilaty, possibly from bullet damage

All of the shields for the sniper need a buff

Or it could just be a actual misc this time instead of a crappy weapon that will never be as good as SMG or Jarate

On backstab : receive crits for 5 seconds.
+25 health on wearer.

The "shield" is obtained again after 15 seconds.

-5% moving speed.

The comments by Huntie and The Kamikaze are really good but i think the stats should be
+20% movement speed
-20% scoped bodyshot
+ imuned to fall damage
+ each kill you get boosts up the Hikers Holding meter, when meter is full +30% speed for surrounding teamates.

+Can be used to climb up walls with fire and alt-fire
-Flinching causes knockback and unscoping

-10% movement speed
+15% movement speed while scoping
+10% faster weapon switch
Damage taken increases Hiking Meter. When meter is full, right click with backpack equipped, increases movement speed by 30% for you and surrounding teammates for 10 seconds.

20% bonus move speed, 20% scope charge rate, 30% fire vulnerablility.

I'd say there would be definitely something to do with fire vulnerability increase, although that may not be enough considering the amount of times a pyro would be able to get to you if you were a smart sniper and camped in a safe spot.
I'd suggest:
+10% Movement speed
+5% Scope stability (like the cozy camper, but think of it like the buff banner and the jarate)

+15% Fire damage vulnerability
+5% Scope charge time (To accomodate for the fact you move faster and your aim is stable)
