Report a translation problem
Reasons why this won't be added:
a) It's basically Misty Skull/Secret to Everybody 2.0, which would de-value the existing skull effects.
b) In the past, Valve always put a theme for each year's Halloween Unusual effects: Halloween 2011 (Mann Manor map) had flaming pumpkins, cauldron bubbles and full moon + cloud. Halloween 2012 (Ghost Fort map/Skull Island) gave us lots of skulls and more clouds. Scream Fortress 2013 (Helltower) had a "magic" theme with pentagrams, magic sparkles and bats. Scream Fortress 2014 (Carnival) had a demon maw spitting out bones, ghosts, and shapeless things with glowing eyes in the dark, all things you saw in Carnival's underworld.
c) The dripping blood isn't even visible except from really up close.
