I stole the industrial resources on the harbour idea from 1Runar's excellent Durban map

In the northeast corner of the map you you'll notice a small bulge leading from the north east river to the harbour area. The water appears to get sucked in from the river and comes out the other end. The outflow is a geat place for water pumps and the northern most harbour bay has another sunken water spawn ideal for placing sewage along.
