I'm working on the bug fix now, it seems I'll have to learn to use Blender to make a model for the Dam.

maybe the cities become invisible because the top has been blown off by nukes and the real city is underground 0_0

My cities turned invisible too. I didn't say anything because I was running multiple mods and I wasn't sure which one was causing it.

My cities have a habit of turning invisible if I try to build Hoover Dam in them; this is my first wonder mod, so I don't know if that's typical or not. Aside from that and the missing icons/portrait (the game defaults to whatever the preceding wonder was in both cases), it seems to work fine.

Purely as a matter of personal taste, I'd like to see a 'non-fiction' version of this mod: i.e., no Vaults, maybe +3 Production overall and -1 Unhappiness in all Cities instead of the strategic/economic bonus (or something along those lines).

Possible alternative for the flavor text:

It provides a free dam without the Aluminum requirement, as well as a strategic bonus and an economic bonus. A reference to it's economic and military significance in Fallout: New Vegas.

Vault 15 could give a free social policy. 34 could add the Lake Mead Monster. (A stealth bomber)

I'm writing these all down, expect to see them when i get a chance.

Vault 22 could add more food since it's experiment was plant reasearch. Vault 112 could add science. Vault 92 adds culture since it's experiment was the presevation of musical talent so a free great musician along with music great work slots could be good ideas.

I took a look at the mod an I have to say it's pretty good so far. If you could add some art for the icons in the Civopedia and maybe add more unique vaults like 101 or 22.
