Purely as a matter of personal taste, I'd like to see a 'non-fiction' version of this mod: i.e., no Vaults, maybe +3 Production overall and -1 Unhappiness in all Cities instead of the strategic/economic bonus (or something along those lines).
Possible alternative for the flavor text:

It provides a free dam without the Aluminum requirement, as well as a strategic bonus and an economic bonus. A reference to it's economic and military significance in Fallout: New Vegas.
I'm writing these all down, expect to see them when i get a chance.
Sure, i'll look into some more special vaults. I just need to consider tactical benefit from them.
