Basically if the idea of the "Soviet Federation" was not interupted by the August coup... after all the USSR did engage in actual direct democracy towards the end (with the referendums). And all thoughout it's history post Stalin did engage in democratic representation (just skewed and different from those seen in the west).
I think this might be better suited for "Dictatorship 3" if that exists!
Pollution should be an issue... as in a really big issue.
I would be interested in Gikgik's take on a modern Soviet Union using his mods. I just dont want a cliche' Stalin USSR. I want a USSR had the August coup never went down, or was ruthlessly crushed sooner.
And in terms of being a "technological backwater"... are we talking about the same USSR?!?! The USSR was pretty much one of the leading technical exporters (both material and in expertise) on the globe in 1989. The USSR was not up to the technology stds of the USA and Japan... but it pretty much was the third place option... which means it still ranks ahead of 150 other nations. It is all relative, but in real terms the USSR was a technical and scientific powerhouse...just not up to USA or Japan Standards
It is like saying: your 100m dash time is not up to Usain Bolt Stds... but you were in the same race. Meaning that you are still an insanely fast dude in the grand scheme of things.

I would also suggest adding drachonian amounts of police programs (detension without trial, armed police, executions, etc.)
What is the exact context of this mod?
Missing components:
1) The Soviets always had conscription in effect (the Russians still do to a more milder effect). T
2) The Soviets had a pretty large well funded space program. I doubt it would dissapear as in the simulation there is none
3) The Soviets military spending was pretty high throughout its existence. Yet for some reason there spending in the simulation is kinda benign. Furthermore the KGB itself (whose primary function was actually border regulation) should be reflected in an very well well fnded intelligence and border protection policies
4) Even with the Gorbochev reforms... the Soviets maintianed a heavy police and intelligence apparatus (and probably would continue to do). This should be better reflected
5) The Soviet Union HEAVILY subsidized agriculture production throughout its existence... and when it wasnt subsidized much $$$ was spent in agricultural projects.
Many others... but i feel this is a good start.
Within just a term of the game, I had improved the economy and resolved a few issues.
Within the next term I did have more trouble with the global economy etc. but if those weren't an issue. I'd assume the nation would be fine.
To go the full distance, I think you would eliminate capitalists and move their markers to state employees, replace income taxes with wages (the state has all the money and gives out what it wants). You could come up with some profit equation that subtracted costs from GDP to make state income. To make a full planned econonomy mod would be difficult but amazing.
