And now I feel silly. No, I did not. There is a way, and no I don't know how, where you can configure the workshop to notify the user that the other workshop items are required. It's a Steam feature, and it might prove helpful. For every one person who comments on a problem, 10 others don't say anything and just unsubscribe.

I've downloaded the props and will go check it out. I'm super excited because I'd like a way to have my highways decked out with flowers like they do here in my home state of North Carolina through the highway wildflower program.
