as for plop anywhere, you can use a hex editor to alter the .crp file and choose how the lot is placed. in the asset editor you can choose how the lot reacts to fire. I don't think crime affects parks (which is odd considering that lots of real crime happens in real parks, but, its a game;)

how do you make it placeable anywhere?

and aren't there usually crimes, fire or even death at parks? are those things disabled for this park?

also how do cims reach these parks if they're not connected to any pedestrian or gravel path?
