Without a Locke its going to be very difficult thats for sure. I am thinking I would have to slope the depth of the channel going west to create a "dam" that allows water to flow over the top with enough depth that a ship can still cross but that also holds back enough water to feed the electric dams.... I don't think it will work.

Very nice! That's some efficient building there - I'm impressed with the utilization of the islands, too. Post a picture of the dams when you place them - I'd be interested to see how you choose to do it.
