Wow thanks, I didn't think to check civfanatics or other site. I'm primarily a Steam user, but I do remember civfanatics back from my civ2 days haha.. Thanks for finding those!

Yes, I think it is possible without DLL replacement mod - just with xml and lua files. It seems such mods already available. There are two mods I found: http://www.picknmixmods.com/mods/66743884-90cd-4de4-9ea2-dfbbe608c3d1/mod.html and http://forums.civfanatics.com/showthread.php?t=411298 . I did not try these mods, but I think it is what you want.

Do you think you can suppress notification log messages as well? City-state spam and civ x denounces civ y spam is annoying. They are all gonna die anyway :)
