Are these supposed to snap to each other? Or am I supposed to place #2 right below #1 and then connect them?

They're not snapping together for me which I why I ask.

I like it. Though it would be nice to have a "starter template" which you could place in the very beginning of a new city. Would be great with an area with the basic needs and another area with zoning.
