Hi Punker,
This is just a weapon pack containing all the model files and materials for the weapons we use on our server (Anarchy Servers, obviously) there is however no SWEP files included meaning you can't spawn these. We do this to save download times, downloading from the workshop is much faster than from another ip.
If you are interested in these weapons, they are just the m9k pack which are freely avalible on the workshop.
