Close enough for me, lol.
1- You need to "apply" the mods EVERYTIME you load a game. When you load up the game, you can't just select "load game" from the main menu. You need to go mods->next->single player again.
2- Sometimes you select a bunch of mods to load with the game and then when you load, they're not activated. This happens because one of the mods you chose is breaking during load and the game gives us no message whatsoever to let us know about that. If this is happening to you do this:
As soon as you start the loaded/new game, press Esc to bring up the game menu. You'll see on the bottom left corner a button saying "Mods". Click there and check if the mods were correctly loaded. If they're not, you need to "Exit to Main Menu", go again and try removing mod by mod until you figure out which one is breaking the others.
Why does it affect the AI also?
Well all I did when I made this mod was change a 1 to a 0 in line of code that basically said "Road Maintenance Cost On or Off" in the game files. Obviously 1 is on and 0 is off.
While it is probably possible to make a mod that only applies to the player only, it would probably require some super unnecessarily complicated method or scripting to make it happen. It is for the most part not worth the effort to do that because the AI cheats anyways and gets a bonus to income since it has no idea how to actually manage its own economy... which makes the money the AI saves a nonfactor since it basically already has unlimited money.
really though, imo, i always hated the road upkeep and thanks for the mod. i dont play without it.
After opening up the game and arriving at the main menu. You need to:
1. Press "Mods" on the main menu.
2. Press "Accept" in the next pop up.
3. Press "Next" on the mod selection menu.
4. The game will give you a popup that says "Configuring Game Files".
5. Press "Single Player" on the next screen after it finish configuring files.
6. Then press "Load Game" and chose your previous save file.
While trying to implement what you want and balance requires alot of work and massive coding.
I am sure you can ask one of the other modders who know more about the game to help you.
But I am not setting out to keep the game balance because I am pretty sure this mod broke a lot of other civ abilities in one way or another. This is just one of the risk you take when using a mod like this, because its impossible for me to make something like this and make it balance for all like 30 or however many civs. Like for instance imagine how OP Rome is when their legionaries can also build roads... which allows them to have a massive military build up and spam roads without having to build a bunch of workers.
But yeah I am not sure if I know enough about the game to give them something to compensate for whatever I broke about them. Also I am unlikely to add it to this mod for the other people who don't unnecessary features in the mod, but I could try to create a second mod for you... though no promises cause like I said don't really play this game and I don't know much about how the game works so I might not be able to pull it off.
