I can explain. Phongwarps can be used in conjunction with $PhongAlbedoTint; where as $phongtint disables the effect of $PhongAlbedoTint.
It's basically a way to use both at the same time. So for example you could have the gold parts still bright gold but have the cloth highlight a lightish blue.
