Funky looking. It does not look like that for me and I doubled checked to make sure I uploaded the right vpk as well. Might be a conflicting mod that affects the materials on your end

their skin is oddly reflective
almost looks like they're wet

I'm guessing it's unique to EZ2 as it looks a little different compared to impetuous97's classic vortigaunt texture
