The countries start out as Napoleonic France and the Russian Empire. Just as statet in the description: "Play as either the Western/Blue or Eastern/Red player. An Event within the first days of the game will let you pick your country:"
Make sure that you are atleast playing till the 15th of january and If that is the case try verifying your game files or re-downloading the mod.
Please make sure you properly read the description and try to atleast do some basic troubleshooting steps before blaming the author.

Bugs and exploits are many (for example, the excess of pp is ridiculous, why have 1000 pp at start if you have 3 years ahead of you and nothing to spend it on? Or, you are supposed to choose your nation and ideology at the start of the game but in fact you still can hire ideology advisors and, say, change your country from France into German Reich with capital in Paris...)
The fact that this made in 15 minutes mod, being neither well-crafted nor memetic, has entered "most popular" remains a source of deep shame for our community.
There are no factories on the map, player has 150 off-map factories (which means they can't be strat bombed, occupied land can't be exploited, e.t.c.)
Population, infrastructure and resources are spread evenly across the states (each state has 1 million of people, 3 inf and all types of resources), which removes any incentive to plan economic and military expansion (for example no reason to grab/hold caucasus for it's oil, no incentive to build mils in european russia dangerously close to your enemy, just build it in eastern siberia infrastructure there is as good as in europe somehow). Very little incentive to wage naval war, too, because you don't import anything by sea.
You only have access to one-per-type generic MIO, no choices here at all.
There are no unique generals whose traits may shape your strategy, only most basic advisors.
If the issue is caused by DLC, unfortunately I will likely not be able to fix it, as I can't test it.
