it occurs to me that this is ridiculously comically overtuned with CWR installed, but uhhhhh
actually the balancing on this is fucked in general, as the mass attack is either unusable without giga self burn mods installed, or really easy to use with giga self burn mods installed

basemod shouldn't be required, it's baked into the keypage/passive
