The Magnum has the (still confusing) excuse of, the great big compensator on it is actually a link to your helmet's visor, giving it a built in scope. Somehow.
Perhaps the Carbine has this too, somehow.

@Dawood Rangan no idea. the halo games always let you zoom even if there's no scope.
