Haunted Hat already exists. Plus it has the Scout voicelines, infinitely more soulful. Pass.

Extremely similar to the haunted hat as others have said, but would love to see the concept with other hats rather than a top hat again, maybe a fedora.

this is the Haunted Hat (c. Oct. 2013) made to look like the Ghastly Gibus (c. Oct. 2009). you've been beat by a minimum of 11 years in both regards

This could be in if it wasn't actually Halloween Restricted, otherwise it's too similar to Haunted Hat. If it's not Halloween Restricted, then sure.
