If so, then it likely failed to load up the elevator mod (possibly due to lack of available RAM), which prevents the music from working.
If not, then it likely loaded the elevator music mod's script first when you booted it up, which will prevent the ambience from working.
I've tested the mod you linked and they're both working together just fine over here. If it's consistently not working for you even after restarting the game, could you try testing it with less mods enabled?

Soo, In My Case I Liked It I'm Sure Other People Did Too
