I cannot say it's not unique but the transparency can make weapons hard to read in bright areas or against the skybox

If not a War Paint, it could be some sort of Halloween/Full Moon reward to change the look of your weapons, like a "Halloweenizer." Optionally Halloween restricted, like Halloween effects.
