4 is a bit too "cheaty" for my taste
But perhaps keep the walls to wood as they wouldn't want to waste the massive man power to make em to stone? In short I see outposts as one of two things, either a forward operating base during a military operation to rally troops at or use as an defensive anchor if things go south. Or as a slop chop for resource/wonder grabbing while working where to exactly build the city (usually cause I haven't scouted everything around it yet). I do deeply still love the 5 total province effect as well as many of your other glorious and truly wondrous mods.
