This map is incredibly bland and flat. The ability to sneak through the level seems like something that wasn't thought of at all. At the very least you included cover points, but they don't really cover the goons. The lack of any cover except buildings outside is also very lacking, especially the big open area towards the north side of the map which can cause a lot of issues imo. I won't critique the plot as its goal here is probably the same as IV2's, there to give a reason for the protag to do that.
Some tips I would give to making a better map would be of course adding more detail to your levels, having some sort of cover and at least give the player a decent chance to hide in the shadows to sneak their way through.
