I think if you added an option to make them follow the reading policy, that would work, since I can set it for maps, or tomes, or schematics, and you would not need a separate setting for each one.
I had a Library of 30 books and a pawn that was set to only read would just constantly look for another book dumping all the books on the floor even skipping books well with in its skill and job range.
