The alts I can't do anything about. Not only is it a sprite rip of a 3D game, but K Rool is also exclusively 2 colors which happen to be, next to each other on a color wheel it's physically not possible to do anything more.
As for the idle animation yeah I was just kind of lazy. With the belly armor it was mostly just a last minute thing. It's a universal armor applied during the 2nd window of all of his attacks (the attack part), I have an idea on how to make it work closer to how it does in smash but I can't really make any promises there. Main issue is that as far as my knowledge goes your hurtbox is your hurtbox I can't specifically detect where on the hurtbox he's being attacked, much less in an elegant manor, and wit that limitation I couldn't think of any reason to go further with the mechanic then the bare minimum. As for the hurtboxes themselves, once again just lazy that can easily be fixed when I have the time.
In short, I see potential in your work, even tho you don't know much about pixel art, all you gotta do is work on these longer, you can actually do it, and if you feel there's something you don't know how to do so, remember all these workshop characters you can actually see their code, be patient, there is no deadline when you are the one who is making these, you can do it.
I'm so sorry if my comment isn't what you've expected, but I want to see these works get better.

- I know King K Rool doesn't move much in his idle but... 1 frame is not a good thing
- The alts are... yeah, I know it's hard because it's a sprite rip from a 3D graphics game but still
- The hurtboxes are just boxes and doesn't go well with some attacks
- I know they told you already this but it doesn't feel right a King K Rool Nspecial that... doesn't actually has the vacuum... at least to grab opponents, I know it kinda looks hard but it's possible!

Neutral Air should have more active frames near the end of the move to make it the landing tool it is in Ultimate
Forward and Back Air seem a little too weak, especially Bair, since it does seem to hit very hard at all
Otherwise, this is probably the best K. Rool currently on the Workshop
