Haven't tested it in multiplayer yet, but that could definitely be annoying lol
So specifically: the AI doesn't have access to the "pooled resources" system which are needed to build the regional barracks. Instead, their vanilla units are assigned the faction specific uniform. Incidentally, this means that Karl Franz gets one extra variety of unit (the true vanilla units through the vanilla recruitment system) while Elspeth gets to recruit Wissenland skinned units through both vanilla buildings and the regional buildings.
That actually is an area I could work on: changing Karl Franz and Elspeth so they get like traditionally tabletop Altdorf and Nuln colored troops through the default barracks but tabletop Rheikland and Wissenland colored troops through the regional buildings.
