"snd_rebuildaudiocache" does not apply to subscribed mods, it won't work and you'll likely just corrupt your game files. Rebuilding audio is used only when you replace the game sounds manually in your games sound folders, it does not work for custom sounds packed inside vpks.
I don't know what idiot is responsible for spreading that snd rebuildaudio works for workshop vpk files, or why some modders still propagate it, don't do it.
