yes, afaik each transformation has the option of locking slots. You'd need to find whichever rpk the transformation is from (usually one of the research tome packs) and change it there

question: can this kind of work be used on humanoid leaders that has gone through changes like becoming a umbral or lamia entity

Thumbnail aside, dragons now can be as OP, as they should be, which is good. And yes, thumbnail make sure, that one will look at this mod, so perfect bait indeed.
