@Suspicious Entity you can do it yourself very easily, go to the mod folder in Steam\steamapps\workshop\content\1162750\3514286503\V69\assets\init\race and open txt file of a desired race and change IMMIGRATION_RATE to 1, and then you would get migrants of that race
